Metropolitan Police Officers Investigated for Mishandling Reports Prior to Double Murder.

Four Metropolitan Police officers are under investigation for potential misconduct after failing to act on allegations against Carl Cooper, 66, a man who murdered two women who had both previously reported him for violence. Cooper was sentenced to life in prison in July for the murders of Naomi Hunte, 41, and Fiona Holm, 48. Both women had been in relationships with Cooper and had separately raised concerns about his violent behavior to the police.
Naomi Hunte was found stabbed to death in her southeast London home on Valentine’s Day 2022. In the lead-up to her murder, she had called the police multiple times, stating that Cooper was "obsessed" with her and had been stalking her. During a police visit in June 2021, Hunte expressed fear for her life, telling officers, “He stalks me, and I’m really scared now.”
Fiona Holm, whose body has yet to be found, had filed an assault complaint against Cooper in April 2023. Despite Cooper being arrested, the police did not charge him. Holm disappeared two months later in June 2023, with investigators believing she was killed around that time. A review into Holm's complaint concluded that a more thorough investigation could have uncovered key witnesses who might have provided strong evidence, enabling a prosecution without the victim’s testimony—a so-called "victimless prosecution."
The Metropolitan Police has acknowledged the failures. Commander Paul Brogden apologized for the mishandling of the complaints, saying, "We made mistakes when dealing with the allegations against Carl Cooper. For those mistakes, we are extremely sorry." He added that it remains an “enduring regret” that the police were unable to charge Cooper sooner, which might have prevented these tragic outcomes.
Under UK law, specifically the *Domestic Violence, Crime and Victims Act 2004*, police have the power to pursue prosecutions even without the direct involvement of the victim if there is sufficient evidence. This provision, designed to combat the reluctance of victims to cooperate due to fear or coercion, could have been applied in Holm’s case if the investigation had been more diligent. The Independent Office for Police Conduct (IOPC) is currently overseeing the investigation into the officers’ actions, determining whether they breached their professional duties.
Carl Cooper, described by the sentencing judge, Mr. Justice Johnson, as a “great danger to women,” had a history of controlling and coercive behavior towards his female partners. Despite repeated warnings, police did not act in time to prevent these devastating outcomes. The investigation into the handling of these cases continues, with the hope of finding Holm's body and providing closure to her grieving family.
